From what I gather is that The master server has two IP address. So it should have two hostnames. The clients are configured to use one of the two hostnames. So u have to point the clients to use the required IP or hostname. This is done in the configure netbackup.

Depending on the size of the DB, I would sugest u use the SQL utilities to EXPORT the DB to disk. Copy the the flat file created by the export accross to the new system and IMPORT it into the DB. In this way u would bring accros all the relevant tables, users and data.
A user directed backup is a backup that is scheduled by the user itself for e.g a user working on desktop XXXX requires a backup immediately he can start it up from the icon on his desktop.

From my experiences it does'nt seem possible to restore diff backups in one shot.DIFF backups up only the changes for the day.
CINC (cummulative incrementals) backups up all changes since the last full backup. Slightly heavier on tape resources but works perfect in my environment.

I had a similar problem with AIX and SUN unix servers.A backup that ran for 3 hours took 30 hours to retore (60 gigs). Try tuning the following parameters.
NET_BUFFER_SZ
SIZE_DATA_BUFFERS
NUMBER_DATA_BUFFERS
NUMBER_DATA_BUFFERS_RESTORE
