We're not using vault, just making inline copies. The primary backup tape is off-site. How do I determine what the copy-2 media ID is for a particular file so I can promote that tape to primary? Is it as simple as expiring...
Resolved... though not really through Symantec.
It's an selinux problem. Don't know how I didn't see it earlier.
Turns out Symantec has a document on it already:

I've set up a test server to play around with 6.5.2. I have everything set up properly as far as I can tell (master server running RHEL 4 ES). I can probe and back up a linux client running version 6.0mp5, but if I push (or install from CD even) the 6.5.2 client to it I can no longer probe it...

We are running out of room on our current "/usr/openv" partition, so I rsynced the data to a new larger partition. I stopped Netbackup, ran bp.kill_all, synced the two partitions and changed my soft link under /usr to point to the new "openv" partition. No Problem.
I ended up having to reboot...

I was poking around in the SDLC config and found a place where the drives were not bound to Client1. I modified one drive and was successful in labeling a tape. Whew, what a pain, now I can move on to the next crisis.
