The ATA TN does not need to be cross connected as the ATA TN rides on the SET TN circuit wiring. The ATA TN is MUXed through the connection on the back of the phone to the ATA hardware.
Must Pair SET TN with ATA TN for example:
4 0 0 0 for 3900 SET and 4 0 0 16 for ATA
4 0 0 1 for 3900 SET and 4 0 0 17 for ATA
4 0 0 2 for 3900 SET and 4 0 0 18 for ATA
4 0 0 3 for 3900 SET and 4 0 0 19 for ATA (Etcetera)

We are using NI2 CS1000E 4.5 with PRI's. We were having trouble getting calls to cross the Level 3 network to Vonage users as they were being rejected. Level 3 said we were not following the E164 rules of engagement. We were sending calls out:

Do you have a Signaling Server? If you do you can look at the Zone configuration there and make changes much easier. If not, go back to ld 117 and do a "=>prt ?" to see what commands are available to you. You should be able to see a list of all the zone commands. You can also look at "=>chg ?"...
Try increasing your bandwidth threshhold on your bandwidth zone in LD 117 and see if that stops your error message. The bandwidth listed in your zone should match the available bandwidth on your data network. If you have a gigabyte network then your zone bandwidth should be 1000000.
