Hmm.... not sure if this will work, but you can try installing Zebra and using that to route traffic on your box. Only thing I'm not sure of is if it does load balancing (which is what you would want).

You can set a users shell in a couple of different ways. The best way to set it is in the passwd file.
IE:
user:*:*:* User desc:/:/bin/sh
You can also set it in a .profile so when they log on it automatically launches their shell.

What I would suggest is to have the Windows 2000 server connect directly to the router. Have two NICS, one to the router and the other to your network, in the Win2k server and have it share the internet connection and assign addresses through the second NIC.
I'm a bit confused as to what your trying to accomplish. My suggestion to you is to build an sms server or network ghost server and update employees computers through that, this way they will all have the lastest software.
