This confirms the information from my supplier and the Nortel NTP's... so the ELAN is certainly not routable due to the fact it has to be on a Layer 2 protocol.
This probably means that we will bring the CS1000e back into our main site and put an MG1000 where the other halve of the CS1000e...

I really can't see how this is happening! I have tried several phones and they all work fine. You are absolutly sure that Bluetooth is enabled in the network configuration of the phone? This is NOT the same place that you turn the rest of the Bluetooth settings.

Yep, Chris is right. By default Bluetooth is disabled on the 1140 & 1150. You need to enable it under network configuration. It is the last option on the screen.
