CPU @ 100% when Dragging Window

Recently my PC developed a problem - whenever i drag a window it uses 100% of the CPU (Athlon XP3200) and jerks across the screen really slowly. This makes using the PC very fustrating.

    message board

try here: http://www.cgi-factory.com/messageboard/index.shtml I presume you have cgi access to install it on your web space or you can use this: http://www.ezboard.com/ which is fairly customisable and is hosted by ezboard and free but you'll get some banner ads. check it out.

    Are all banners animated gifs?

I'd go with flash. animated gifs are looking so stale and it's attention you'll want to attract. for the amount of people with flash now it would be fairly safe given the additional effect that can be had. Obviously don't use flash for the sake of it though. appropriate use is a must.

Does the resolution a web page is built in make a difference?

You might want to fix the width of the text box so viewers aren't reading right across the screen - about 450px is good. You can then let the rest of the elements have a little room to breathe should it suit the layout.

    Video on website - How?

No, you just need one - some can only accept either an analogue in or a digital video in. If you do have a digital video camera you'll need one that can do both. Some tv tuner cards for pcs have an analogue in which may satisfy your needs, but may not come with a morw quality software editing...

I want to protect my web pages elements

You can't really. Once the page is downloaded it will be stored in your computers cache, and stored. If pictures are valuable watermark them with software or put a translucent logo on the picture so it is clearly yours
