98% possibility that this is a Telco issue. I would diconnect the line at demarc (smart jack)for about 10 minutes. then reconnect.... if that does not clear have telco do intrussive testing and watch it magically clear up

I have a customer that wants track CDR on a laptop. CDR needs to be turned on, I think I know where to do that, just not sure how to get it to the laptop and what form it will show up as?

There are quite a few avenues for training. Your best bet is to google Norstar training and find something in your region. Hands on is always best at first.....
