If you are using SAV corporate we do it through a policy. I am not sure how to do it on the client.
In our user creation process we disable the recycle bin on their local drive as part of the group they are assigned too and in their my documents recycler manually.

Yeah it sounds like you won't need it if it already sees it as a trusted root. Adding the cert to the site though automated is something I have never seen done.

You can still get to task manager from within Windows by selecting CTRL ALT DEL and clicking task manager. I think mstask was a 9x thing

It is in the administrative templates in the windows area under desktop. You can set the screen saver. Then in group policy management just apply it to the OU you want

If I understand you correctly SQL 2000 and SQL 2005 run the same reporting services but in SQL 2000 it is a seperate downloadable add on.

If the system is functioning OK then I would have SAV remove the file or do a windows repair if you require that file.
Best thing in any case would be a full reinstall of the machine.

On the recycle bin you have to disable scanning of that, and you can set the folders but otherwise you will have to deal with it on a case by case basis if they install into another folder.
You can also change the way SAV handles that specific type of threat.

You can do this through group policy. If all of your terminal services users are members of a specific group just set that policy to only apply to that group of users

Does your serverB have serverA as a trusted root authority? This would be the first step if I am reading you right. Then you should have no issues installing the certificate.
Also WMI may be easier to use for this than ADSI but I am not 100% on that

Turn on a higher detail of logging to see what the actual issue is. You may be blacklisted somewhere.
