The simplest solution is probably to add a local copper trunk for 911. Add a SIP gateway, such as an AudioCodes MP-114 or anything similar that allows you to add the local trunk. Add specific routing for 911 at that location.

Correct: Bridged-Appearances must be a "real" station. The secondary station does not have to be SIP, but it cannot be virtual.
