What kind of telco switch does the new T1 provider have? GTD5, 5ESS, DMS100, AT&T? Some switches will not allow the original caller ID to be changed due to fraud, this has to be established with the telco. Best department to talk to is going to be the switch/provisioning group.
check to make sure that their email server is setup as an open relay. you can check the VM log files in VM Pro. c:/program files/avaya/vm pro/vm/logs it should start the email packet handshake and get a reply back from email server.

Have you built an ARS group for your PRI? Are both PRI's set to use the same Line Group ID? Do you have all other analog ports not in use disabled or set to a different Line Group ID?
