No File Server is configured on these phones.
Is there a way to get them to save the settings across reboots?

Everything is setup correctly. Yes, calls go through a VM Pro module that is prompting for extension number. Whether the VM Pro module is set correctly is another question but the short codes are set correctly because they can be dialed directly from desk headsets and they work.
