TSAPI licences for CTI, for the phones, and also for the ACDs if applicable.
(usually Avaya will sell a bundle with plenty of TSAPI licences)

I would recommend not to make a migration as such at all if not critically necessary
best and cleaner results are when old system is kept as "read only" system and a new powerfull modern recording system is installed.

IMHO Essentially a VLAN change in the network will affect the system mostly if the recording method is passive, and the port miroring is made VLAN based.
other thing that you should consider is the utilization of ports among nice servers its a long lists of ports that should be open...
The basic recording record should tell you which channel were used for.
in the configuration you can check which phone extension is mapped to that channel.
or in the mascmap.ext file in the logger you can check which IP address it is trying to capture.
