have the user not log into the network (domain) if possible and login to the local machine only and try it.
I've ran into this several times and found that it was the domain login script for users causing the problem.

you'll know if its acd by looking at KEY 0, it will say
KEY 0 ACD xxxx n yyyy where x is the ACD Q, n is the CLID table entry and y is the position ID of the set.
make sure you have the latest version of appbuilder installed. the current release of appbuilder is 4.04.04...

if the card is working correctly, you will see on the lcd display K:x, where x is the number of ports you are licensed for. if you don't see that, the card is down. also make sure if you have license for x ports, all x ports are built out, or the card will crash randomly.

do you have package 263 and 305?, without these packages loaded in your switch, you'll not be able to use the QSIG protocol. In which case, you're stuck with NI2 on the M1 side and customer or NI2 on the Cisco as well.
sorry, I forgot that pbx in the states can't use ISGF unless you get special permission from Nortel or FCC or something like that to load pkg 131 in pbx located in the states. without pkg 131, you can only use esgf or esig
