How would one get in touch with one of these guys to decrypt a file? I understand the reason for encrypting, but what about the situations where the install tech did a shit job and Oracle says you have to pay them more money to have them reconfigure the system that was installed incorrectly?

Yes, all locations are linked through iCare. But we do have one property that isn't under that umbrella and we have card rules for foreign cards to be used.
