FIXED! issue was that there was no entry in the private known numbering table for the 4xxx range, there was entries in the public known numbering but the system must be seeing our SIP trunks as private :)

sorry if I wasn't clear, it is the snapshotting of 'other' servers on the same datastore that is causing the problem, I don't snapshot the CM's themselves. The snapshotting happens during veeam backups.
