Ok Jim, there are several programs to do that, but usually at a basic level with few possibilities to control the process.
The main advantage with Photoshop's batch is to retain all the fine controls offer by this soft.

Tablets are not expensive if you don't choose a "pro" model. I have use a lot of them and Wacom are the best in my opinion. Even the simplest one is much better that a mouse, but you have to be accustomed to work with.
Usually, I use a Nikon coolscan IV for 35mm (slide or neg). I also used a -cheaper- Minolta, but I find a real loss in dark area.
Maybe can you find one on eBay ?
For larger ones, I use my Umax Powerlook with UTA.
If I used the "native" software for speed, I use Vuescan for difficult pictures...
