I use Softperfect Network Scanner to reveal any NTP servers on a network (and for other things ;-)), but Yes if the server is an NTP server the system will takes it's time from it
Usually one of these act as a timeserver:
Default gateway
DHCP server
DNS server
Or pick a timeserver from the local provider like ntp.skynet.be or ntp.xs4all.nl or whatever provider you have ( it must be a professional provider of course to have its own NTP service )
Checked "net time" on my server, and i get the correct response.
set my IPO time server add to the server in question
checked system status, and i can ping the server ip from SSA through lan 1
