WIN98 shutdown TWEAK

Is there a way to have Win98 shutdown completely, meaning turn off like XP does, when you choose shutdown rather than the system giving you the message that tells you its now safe to shutdown?

These all seem to talk about a shutdown problem.

I do not have a problem with shutdown, i am looking for a tweak for it to shutoff on shutdown instead of telling the user to shutoff the pc.

This is also a hardware issue. If it is not on your machine you will never be able to do it.
