Whisper Tones not playing

Hello all. I have been getting reports that agents are not getting whisper tones when there are getting calls. It doesn't appear to be every queue, but a good number of them. When the calls come in, the agents hear ringing, then beeps (instead of a whisper tone) and then more ringing to signify the incoming call. Could this be an indication of a failing VAL board, or something else? Any assistance would be appreciated.

Update, this is happening with announcements on more than one VAL board.
 
Does the agents cor have "Hear VDN of Origin Annc" set to Y?
