That's a new one. You should not be allowed to use letters or special characters in that table. I wonder if that data got messed up during an upgrade or something??? I would list my cover paths to see if any of them use that coverage remote entry, if not try to delete it.
Those types of entries are usually associated with dialplan transparency. The L at the beginning ensures that this remote coverage entry is only used when the S8300 LSP or the S8500 ESS is processing calls.
The digits could be a number of things. It might be an extension from the uniform dial plan used for routing purposes, but there are other possibilites.
% means "wait for an answer".
The commas are, of course, pauses.
The D following the % means "send the called party number".
The special characters that are defined in your remote coverage are used specifically for Data Call setup. The characters used for normal voice dialing are ~p, ~w, ~m, etc.

The Avaya web site doesn't have much in the support site regarding special characters, but it does have a little. Do a search on Avaya Support for "special characters".
