what causes OL Pro 2007 to give user this error "0x80042109"

About a week ago, the president of my company start receiving this Outlook 2007 error, "0x80042109"

Here is the steps a employee would do to setup their Outlook 2007 email account. Any red flags:

Summary
This general document is intended as a step-by-step guide to setup a Strategy Software email account using Outlook 2007. Outlook 2007 was used for the purpose of this document. Other versions of Outlook may have different configuration menu’s and or properties. If this is the case, please call the office for assistance.


1. Setting up Outlook for Strategy Software e-mail accounts
? Open Outlook 2007 and select the “Tools” option then select the “Account Settings” option from the drop down list.


? At account Settings, from the Email tab, click on “NEW” to open a start a new email account.



? In the “Add New E-Mail Account” wizard select “Microsoft Exchange, POP3” then select “Next”.


? In the “Internet E-mail settings, fill out all fields as seen in the image below.
a. Your Name – Enter your name
b. E-mail address – Your logon@strategysoftware.com
c. Password – your password for SSIHQ domain
d. Password – re-enter your password fir SSIHQ domain
e. Put a check in the box to the left of “Manually configure server settings”.


? Check “Internet E-mail” and click next.


? Fill out all fields from the i the field
a. Your name – full name
b. Email address – yours@strategysoftware.com
c. Account type – POP3
d. Incoming mail server – mail.strategysoftware.com
e. Outgoing mail server – mail strategysoftware.com
f. User name – your SSIHQ login name
g. Password – your SSIHQ password
h. Click on “Remember password”
i. Click on “Require logon using Secure Password Authentication, and click on more settings


? On Internet E-Mail Settings tab
a. Place a check in “My outgoing server (SMTP) requires authentication.
b. Select the “Log on using” radio button.
c. Enter SSIHQ.local\username in the user name input bar
d. Enter your SSIHQ domain password in the password input bar.
e. Check “Remember password”.
f. Check “Log on using Secure Password Authentication (SPA).


? Select the “Advanced” tab.
a. Place a check in “This server requires an encrypted connection (SSL)” for the POP3 server. Verify that port 995 is displayed.
b. Again the image below does not show it, however it is recommended that you do NOT put a check in the “Leave a copy of message on the server”.

You are now configured to use Outlook 2007 in a securely for e-mail via the Strategy domain.

 
It sounds like it could be a networking issue, possibly, rather than an Outlook issue.


Also, if the text in your post is company-wide documentation, and it's meant for an English audience, I suggest you reword the last portion:
You are now configured to use Outlook 2007 in a securely for e-mail via the Strategy domain.

It's grammatically incorrect, but this isn't the forum to discuss that.

I did not write the note, and there is no problem at this time with is ISP provider when using Port 25
 
I will see if ClamWin would decide to lock up Port 25.
Other than that unless the notebook failed, I do not see how Port 25 could be shutdown.
