I usuall just install and program analog E&M trunks using the default settings but I have one location where I'm getting low volume on the non-Nortel end, which is through a Cisco router voice card. Any of you ever had to deviate from the default software or dipswitch settings to change transmitted audio levels?

Assuming that you are using an NT8D15 card the DIP switches don't affect levels, just trunk types. Make sure the setting for CPAD is set to COUT which indicates no padding in circuit. If you change it to CIN the levels will be even lower. The carrier facility may have some padding that can be removed, assuming the two systems aren't hard wired together. I would look to see if the Cisco has settings for levels as well.

two prompts that we usually default on trunks.. pdcl pcml? been a while since i've done analog.. i would start by looking up the possible responses to those two.. if eme serves me right they are padding commands

No, the Nortel end volume is fine. The other end is always low regardless of which end originated the call. Cisco TAC, for what it's worth, claims the volume coming from the PBX is low.

the cisco end needs a new interface card or port.. if cisco tech knew voice then he would know that every switch sends -16 db at 1000 cyc.. the called switchman can lower that, not increase it.. the sending party hs to control max db..

when you shine a light at me, i can turn it down, not up..

The problem was actually an operation mismatch. Cisco changed to 4-wire operation and everyones happy. I would have bet that if they were mismatched, the result would be one-way voice, not just low volume.
