Voice announce on NEC IVS phone

I have an NEC IVS system. Almost all exts are Dterms and all work properly except one. When you call this one ext from any other ext, the call comes in on the speaker instead of ringing the phone. I have verified I am dealing with the correct ext#. Verified it's Service Restriction Class for class A and B; and verified that CM 1578 for this ext's service restriction is set to ring. I could find nothing in the user guide that allows the user to manually toggle this state. Any help?

thanks; I had looked in CM 20 to see if there was a feature that could be assigned a code for this; I missed it. I found it now and that cleared the problem. Thanks
