VM Forwarding on R9

Ran into an issue today, was able to duplicate it on my demo kit.
It seems that you cannot forward messages to other users using visual voicemail, or the tui, unless you first record something (or attempt to, anyhow) on the message. You know, that option that you can pre-pend your own message before you send it? It will *act* like it's going to send, but it never does...unless you record something first before sending it. Weird huh?
Has it always been like that...or it this a bug? It seems that it should send...I don't remember having to do that on earlier releases.

Sounds like this is a bug.
In the past releases, you could forward a message without recording anything.
