VDN outcalling

I have a customer that calls on PSTN --> ISDN PBX A --> VDN A - Vector A --> route to international call via ISDN trunk A to PBX B - VDN B - Vector B - Agent B.

I want to ask what features should I turn on to make this scenario work. I believe in COS should be:

Restrict Call Fwd-Off Net n
Trk-to-Trk Transfer Override y

Please correct me if Im wrong, its been a while since i configured. Where will i assign the COS? VDN and trunk? or VDN only will work?
 
Let me start by asking what versions of PBX's do you have? The next comment is how do you have it setup now and what results are you getting?

An easy method is if customer A always goes to PBXb then you could utilize the aar ana table.
 
both are 6.3.
I'm using ARS because it is a PSTN call.
I just want to ask what features will I enable to allow such?
I believe I should turn-on trunk to trunk transfer?
