V7(12) From 6.1 IP Phone say "System Unlicensed"

Just finished upgrading from 6.1 to 7.0(12) and we have one IP Phone offsite (9650) that shows "System Unlicensed" across the LCD along with the correct speed button baloons across bottom
All the phones on site are 1400 and function perfectly.

Looking in manager all the licenses say valid and nothing else has changed except the software load.

I have power cycled the IP Phone a few times and no Luck

Appriciate Any sugestions

Do you have a VCM card fitted? Avaya IP Phone license available?

erm - got a system upgrade licence?

rel 7 requires licence.

My idea but then all phones should show that license issue.
It sounds like there is no R6 IP end point license in the system.

The System has "Software Upgrade 3" which was used for the 6.0 to 6.1 upgrade and have now used "Small Site Upgrade 4" for 6.1 to 7.0. Not sure why "Small Site".

Also

The system has 5 "IP Endpoints" although only 1 ip phone currently attached. In Manager they currently show as "Valid" and they worked in 6 and 6.1 - now that i've upgraded the phone doesnt seem to like it?

Also This is a IP500 V2 box

I think amriddle is spot on.
The small license is up to 32 phones.
The normal license is for 33 and up.

There are 37 extensions but only 27 users.

It have 2 Combo6210/atm4 cards an 2 DIGSTA8/atm4 cards in the V2 and no errors inside manager.

also noticing that the shift key on phone will page through the assigned functions for the user - so it's knows it's extension and user - just no ability to call

Using "System Status" I see the extension and it looks perfect - even says "License reserved - YES"

It's firmware is 3.186a - Wondering if it needs a flash and does the phone need to be local to the IPV2 to be upgraded?

You need the normal upgrade license.
It counts the amount of extensions not users.

I'm gonna call the vendor and ask why they sold me a "Small site" lic
