User Rights Buttons not showing on sets. 1

Programmed user rights with buttons and now the users that are in that user rights membership the buttons are not showing on the phones plus not showing in the users buttons?

Did you select Apply User Rights value at the top of the Button Programming tab?

Found out that if you use a UR that is already pre made it has apply UR aready on but if you make a new is it off and you have to turn on. Go figure!
