UCM 9.1 App Center missing

Well I've done this many times on the UCM but for some reason the app center is missing on a version 9.1 fresh installation on a UCM drive. I'm unable to locate the download for 9.1 voicemail pro client because the app center is missing.

I have found that using an old version of Windows Internet explorer or Firefox allows me to access the UCM I keep looking around but I can't seem to find out what happened to the app Center. Anyone have any idea why it's missing or if I can get a copy of 9.1 client for the UCM from another source? Thank you
