UCM 11.1 Onex Portal Fails : System Status Shows "Application failed to start"

Hi all,
IPO 500 v2 11.1.2.2.0 build 20 with UCM hosting voicemail and one X services. one-X Portal service will not start properly on UC Module running 11.1.
Having attempted the following
Solution
PROCESS:
Set a Default Gateway manually (

Reboot the UCM
Login to UCM using Manager and set a route to the router.
Error continues SSA UC module status is : "Application start fault". " UC module application failed to start on port 4"
I have also made multiple attempts in changing EnhTcpaService EnhTcpaPwd1 , Telephony (CSTA)and Directory (IP-Office)respectively.

I don't know what it is that I am missing or perhaps omitting?
All inputs and advise welcome.

backup your files (if any) and wipe and reinstall the OS on the uc module.
