Trying to create multiple IP extensions at once to import into an Avaya IP Office system 3

Brand new system...We are trying to create a template to add over 80 H323 extensions at one time. I have read a few threads that talk about this but it isn't working quite right.
When I create a template it saves it as a .ext file but when I open the file it opens in note pad and is just junk. Can anyone tell me exactly how to accomplish this? please
What software editor is needed to open the .ext file so it can be edited and then imported into manager?

create your first h323 extn then save it as a template.
then you goto import a new extn from template you just created.
select the number of extns you need and the extn number you want to start from.

that's it
