Trunk utilization graph within CBC

Does anyone have a clear definition of what the Trunk Utilization Graph within CBC shows? I have always been under the impression that would show PEAK trunk utilization. Instead it appears to show average utilization for the given timeframe. For example, using the daily view, I have a couple of hours where graph shows 45% utilization, however when I look at the weekly view, the same day lists utilization at 22%. Any input? Thanks

It provides both overall system performance information and information on up to 3 selected hunt groups.

This comes directly from the documentation. I have always used it as an overall average utilization of trunks.
