Trunk to Trunk Transfer on IPOffice with Analog POTS Lines

Need a little remonder here, I have an cusotmer with IPOffice on 7.0(23) and the end user would like to transfer calls to an end-users cell phone when they are out of office.
NO T1 PRI Here, just Analog POTS Lines:
Is it possible to transfer a call on a POTS line to a cell phone via another POTS line?
 
Yes. On each line on the Analogue Options tab check the box that says "allow analog trunk to trunk connect
 
OK, heres the issue. I changed that on each of the 4 analog POTS Lines to ensure that feature was enabled and then sent the file back and re-booted tjhe IPO.
Next, went into SYSTEM and each USER Tab and made sure the Inhibit Off-Switch Forward/Transfer is not seletd. I updated the system and merged the config.
I have attached a link to the .CFG file.
I tested the scenario as such:
1) My cell phone calls cuustomer number (702) 555-1234
- Customer answers call on a= line which grabs the ist POTS line.
- Customer presses TRANSFER and I am now on TRANSFER HOLD
2) Customer presses 9 and dials cell number for John Smith.
- John Smith answers the call (In the LCD Display of the 1416 it shows (COMPLETE DONE)
- Customer tries to press COMPLETE once, twice, three times but the system repsonds by doing nothing. No matter how we try the scenario the system will not allow the Analog Trunk to Analog Trunk Transfer.
What the heck am I missing? ? ?
By the way, I rebooted the system again but no change. I also changed the system from using ARS to grabbing the Analog POTS line directly and no change.

 
the config looks ok to me. did they try to hang up to complete the transfer?
