Trunk To Cisco CUCM and Park

I have a Cisco call manager and a HiPath4000 and an OSV trunked together. The two Unify systems share a branch office for park and the CUCM has it's own park.
I am disconnecting the OSV so I am losing the nice park server. If I park a call on the 4K with directed park, I can pick it up from any phone in the 4K and any number parked on the CUCM can be picked up from anywhere by using DID's.
I have the directed pickup code in the CUCM to send the *3 and park number (*3XXXXX) to the 4K to pick up calls that were parked on the 4K but my trunk will not allow it. Would anyone know what COT parameter I may be missing to allow this?
Parking on the CUCM is not an issue since that is done with extension numbers and the 4K can dial them, it's only retrieving a 4K parked call from the CUCM with *3XXXXX numbers.
 
Have you done a trace?
If SIP have you checked the SIP messages when attempting the pickup?

What is your current COT and COP for the trunk?
 
No trace yet. I need to make an adjustment in the cucm and the trunk gets bounced with each change. Not something I can do during the daytime.

I ran wireshark on the cucm side (my PC and softphone) and the 4K is sending a 403 forbidden error. This in conjunction with a Q.850 cause code 21, all points to the 4K not liking what I am dialing.
I am dialing *310092 where *3 is directed call pickup and 10092 is where the call is parked.
