More than likely Trunk to trunk transfer is set to "no". Which is a good thing as far as protecting yourself from toll fraud. You can set it to restricted and allow those to go out if they have a high enough FRL.
You would change this on the "change sys fea" Should be on the first page.

Trk-to-trk transfer override is controllable by ch cos. Typically, I've created 1 COS to allow for trk-to-trk transfer to keep it limited on your system. And only a smaller number of stations on the PBX have the capability.
From there you would assign the corresponding COS to the needed stations that use it. Definitely not recommended though for wide usage through your PBX, because of the toll-fraud issue.
