Here's the way to shut down outsourcing altogether:
Fire all the deadbeats. Everywhere I've ever worked (US) has been about half deadbeats. In addition to sucking up 50% of the IT budget, they kill morale for the other half (why should I work hard when I can be a deadbeat too? management doesn't seem to know the difference). Deadbeats are the enemy, not India or China.
