tn rings but no dial tone

I installed a new analog card added a dn then enabled the card then programed in two more DNS with my butt set connetted to the TN I can call the dn and here the butt set ring but I have no dial tone it is on an option 61c
 
How about printing the supl and xpe from ld 97. Post it so we can see if you don't mind.

Make sure the ribbon cables are seated good. Both ends, the backplane and to the 25 pair.
 
How many cables are on the back of the IPE shelf? 16? The newer shelves have a 25 pair cable for every card slot. The older card shelves wired out a card slot and a half per 25 pair cable. Maybe you are just on the wrong pair. For example on the old shelf you would have card slot 0 and half of card slot 1 on the 25 pair cable. Just a thought
 
I don't know what Rls you have but I had the same problem once with a shelf with no dial tone on analog sets. I had to replace one of the Periphal Signalling cards and that fixed it.
