Telephony Resources does not load in BCM Element Manager

We have BCM 4.0 phone system. In Element Manager, something happened to the Telephony Resourses functionality and now whenever we try to open it, we get this error:

"ERROR: Error happened. Error Detail: Telephony programming is temporarily unavailable. Please try again later."

Does anyone know why this is happening and how to fix it?

Please note that we haven't done any updates to our system. Also, restarting BCM did not fix it. There were no changes made to the phone system configuration at all.

I'd suggest installing the latest SU (both system and desktop) and then installing the latest version of Business Element Manager.
 
is it 3.7 or 4.0?
If is 3.7 verify Java version on your PC, works with Java Enviromment 1.5.
if 4.0 reload EM from BCM
 
It is BCM 4.0
I have Java 1.5 installed on my PC.
I installed EM on a different PC but that didn't fix it either.
 
go to the services and restart the telephony services,
 
I have restarted the BCM twice and that didn't fix it. Also, I don't see a service called Telephony...

I have updated the system with the latest patches and the issue is now fixed.
