TAAS pickup in day mode

I am working with a customer with an old Definity 9.5 (I know, very old). I am trying to set up attendant backup alerting. I have everything done but the backup phone can't enter the TAAS code to pick up the calls. Just by chance, I ran across an old post that mentioned a Special Application to allow TAAS pickup during day mode, which is exactly what they need, and looking at the Special Application screen, that one is not enabled. Here is my problem... The Special Application screen asks for Password 1, Password 2 and a Key. Does anyone know what those are/how to get past them? This is at a medical clinic and the flu (busy) season is coming up so they'd really like to get this figured out.
 
With modem dialup access, the "init" Avaya services login can do this.

I am able to log in as init. The problem is when I do a "ch sys spec" command, I don't know what the passwords and key are that it asks for on that screen.
 
SA 7291. You only need to have a password that allows you to make changes,it doesn't need to be init.

Special Application has been turned on. However, the customer is still not able to use the TAAS code to pickup calls. They can make enough calls to see the attd-qcalls button flash on the backup phone but when they pickup and dial the TAAS code they get waved off. I just noticed yesterday that when they test they create events in the event log that say:
1522 TAAS from guest room 34 2C9
1522 TAAS from guest room 99 2C4

I have verified the stations they are testing with have a COS with "n" in "Client Room". They were logged in to an ACD split and in AUX at the time, but I don't see how that would equate to them being guest room phones. Any other ideas?
For testing, I just set up an unused DID extension as a listed directory number so there are no VDN's/vectors involved in this test.
