SV9100 Outgoing calls 1

I'm fairly new to the Communications field as I came from the Security field. I have been lurking around but am to the point where I need to post and get some help.

We have a SV9100. All inbound calls are working just as they should. All outbound calls take approximately 15 seconds from the time you finish dialing the last digit to when you finally get a ring tone. Sometimes you will even get a busy signal. I did a packet capture and send it to NEC and they think it is a firewall or a connectivity problem. Well at this time there is no firewall in place so that isn't the problem. Connectivity could be an issue due to where we are located. We are in a remote area and get our internet through Viasat. Our internet speeds are usually around 25mbps down and 1mbps up. Any help would be appreciated. Thanks
 
Yes we have sip trunks. I tried pushing # and that didnt make any difference.
