Sv9100 CP200 Valcom vip-801a

I am trying to set up a vip-801a on a SV9100 as a third party sip device. I am failing miserably. I can't get the Valcom to register as a sip device. I believe I have all the correct licenses but I can't for the life of me get the valcom to register.
