Startup incomplete; no mapped drives and IE won't run

E56500 3GHz Dual Core Intel CPU with 3G of RAM
Cisco Network 1G wired
2 drives with second drive mapped as P2P local share ... the local machine maps the same shares
Machine runs 24-7
security software is Norton Endpoint

Issue: anytime a ms update is requiring a reboot we are running into issues with the startup. Rebooting more than once usually resolves the issue.

Symtoms:
- Network Icon is missing
- Mapped drives are not available
- IE won't run

Testing:
- processor is running at 99% idle with plenty of ram available
- 2nd drive is accessible via explorer
- cmd shell ping works to external sites so network is connecting to internet using DNS
- explorer and net use both show all the mapped drives are not available
- double clicking on these drives states the drives are not accessible (they are all local to the 2nd hard drive and the hard drive is manually accessible)
- reset both WINSOCK and log via netsh
- ran a gambit of virus scans Norton Endpoint, Malwarebytes, MS Fixit ... all turn up nothing.
- Error logs don't appear to indicate any errors at boot up.
- warning 1517 is showing up but MS technotes says this can be ignored.

The random nature of this failure feels like some driver or hardware initialization is getting stuck in a loop ... when this occurs the startup process appears to never complete. By complete I mean the Network Icon isn't showing up, and programs in the STARTUP folder are not run. My best guess is this is network related but open to other suggestions to nail this down.
