I would like to know how to prevent programs from going below the start menu. What I mean is when I open say Firefox I can drag it below the start menu. Previously when I would it would touch the menu it would automatically stop. I hope I am explaining this correctly.

Are you in Desktop Mode, or are you talking about Apps and the Start Screen? On the Start Screen a method of closing any App is to drag it to the bottom of the screen, so if that is what you mean then you may be battling a by design default setting.
