I thought you could get them from Support.Avaya.com.
Release 9 was the newest, I think this is the direct link:

On the support.avaya.com website you have to start with the R3.0 Patch. That will give you the full Winspm. Then you can use each of the subsequent upgrades to get your version up to R9 (R3 to 4, R4 to 5, R5 to 6, R6 to 7, R7 to 8, and finally R8 to 9). I know it is a bit of a pain to have to upgrade to each release, but the upgrades do go fast.
