I am testing decommission equipment this morning and it works. If you are not using LAN 2 set it to DHCP and connect it to your network. It is definitely a IP routing issue.

How often does it attempt to contact the time server? Is there a way to see if it ever successfully receive its time from the time server?
I have LAN1 on the customers voice VLAN. Their SIP Trunk is also on LAN1 and I can ping google from SSA, unfortunately SSA does not allow for a domain name.
It will try the SNTP server every minute or so. Turn on Monitor and enable on the services tab DNS and Time and you will see what is happening. You will probably find that the DNS is not working correctly or that SNTP or NTP is being blocked by the firewall.

SSA will tell you if you have connected to a time server.
To force it to connect I would change the time sever to the ipo to get its time.
Save it
Open manager and change it back to Time Server.
Watch SSA - Resources - Time
If it connects you can see it updating live.
This saves you having to wait for an hour or reboot.
I don't have LAN2/WAN port connected at this time. LAN2/WAN is still configured for the default IP address. Do I need to connect it in order to USE an SNTP server? When I monitor my time requests I get"2713278582mS TIME: NTP::Valid client Request on appsproc from 169.254.0.2" Is there some other address I should set?
Opie That request probably comes from a UCM module in the system. You only need to have the IPO on the network with internet access via LAN 1 with a default IP route for this to work as long as you have a valid SNTP address. You can see the IPO requesting the time by using monitor and enabling the time option under services. I enable DNS also to make sure it is getting the IP address from the FQDN you have entered.
