SNMP traps always "public"

I am trying to set up a non-TM trap receiver and the only way I can receive traps is to be set to "public".

when I change what I thought was the community string for traps from "public" to "test1" it still only leaves the CS1000s Call server as "public" according to sniffer trace and trap receiver.

prt admin_comm 1 - - - was "public"
chg admin_comm 1 test1
prt admin_comm 1 - - - now says "test1"
-showed my changes-

I even INI'd this test sytem but when I create a trap using :

test alarm elan 0023
the alarm arrives at the non-OTM trap receiver with a community string of public. This was again verified with a sniffer.

well I don't know if there's a workaround available in the 4.5 I am using but according to Succession SNMP 5.0 docs, it is available. the command is :

LD 117
chg sysmgmt_trap_comm

In <5.0
all that is available is
chg sysmgmt_RD_comm
or
chg sysmgmt_WR_comm
