site-to-site dialing

A recent project I was working on is a multi-site ip office switch-over to a new PRI provider with point-to-point connections between sites. I also implemented a new site along with the switch-over.

I am attempting to dial an extension at the new location with very little luck. I created the VoIP line and the short code correctly. When I dial an individual extension, I get the display says busy. When I dial a hunt group, the call goes through, but there is an unbelievable amount of static.

Can anyone think of what I might be missing? I have been mulling over this issue for a while now, and I'm starting to lose it.

also, all sites are running on version 3.2 (59) and do not require SCN to do dialing over the point-to-point connections. dialing between all other sites works perfectly.
