SIP endpoints not following coverpath if powered off

Recently began deploying Spectralink 84xx and 87xx handsets and have discovered when the phones are off the network or powered off, calls to the handsets return busy as opposed to following their assigned coverpath. Cover is honored when the devices are on and on the network. Im not even sure where to begin with this one as this is our first batch of SIP wi-fi handsets. We are running the following:

Comm Mgr 6.3

Wait no! Don't use the All field unless you want 100% of that phones call to go to coverage.

You probably need to change "Busy?" to Y Y instead of N N. Busy means the phone is out of line appearances or disconnected/busied out/unavailable for whatever reason.
