What I have is 2 counties, North and South, each county has their own pickup group with several users in it. At any given moment the users would like to forward off the mainline to the other county. The main extension for each county is in its respective pickup group. When attempting to forward from South to North, using CFWD, the line rings 4x then goes to its VM, instead of going to the forwarded extensions voicemail. Is this Coverage After Forwarding or something else?

Yes coverage after forwarding when stroked to no should follow coverage for the destination. I'm assuming you have tested this, is it not working? Using P/U groups may have some unintended consequences.

calls to a number xxxx go the the number's voicemail
calls to a number that is forwarded off-net and back in to a DID number xxx-yyy-zzzz will follow coverage
and go to voicemail for number zzzz
