I have technicians with cell phones that need to be accessible from our phone system. They will not have desk phones and they won't have voicemail since they are out in the field.

I thought a simple way to setup a method to call them would be to:

Create User>Assign Extension>Setup Unconditional Call Forwarding and point it to their cell phone

When I attempt to call one of their extensions, it simply disconnects the call.

What's a better way to do this?

What software version is your IPO on?
From 8.0 you have free mobile twinning.

BAZINGA!

I'm not insane, my mother had me tested!

if they have no extn an no VM why not just create a simple speed-dial?

The system is running 8.1.

I did it this way because the users in the system wanted a name associated with the number.

The routing does work now, the hangup issue was caused by issues with my configuration.

a name can still be associated when using a short code by adding the users details as a Directory Entry.
