Set skip to problem.

I understand the SET SKIP TO process and use it through out different places into my code. However, I have certain tables that this command will not work on. These tables will link properly with the set relation to command but when adding the set skip to command this syntax does not work. Any help in this matter would greatly be appreciated.
Below is a sample of my code

use acvloc order policy in 0 &&Parent Table
use acvcov order policy in 0 &&Child Table
select acvloc
set relation to policy into acvcov
set skip to acvcov

 
Is this in a program or a browse window? If it is a browse window, you may need to re-browse it. If it's in a program file, I guess we may need a little more detail. The code looks correct, but maybe the index expression is funky. Can you elaborate a little more?
